What is a forum Northern Conflict Zone?

The residents who live in the conflict zone communities, near the border with Lebanon and Syria find themselves facing a variety of challenges on a regular basis. The Northern Conflict Zone Forum was established to address security threats in the region, but also to promote with the government offices, the social and economic threats, that the residents of the conflict zone have been exposed to for the past 40 years.

The unionization of the authorities of the conflict zone communities is necessary for the significant development of the region, which actually serves as an anchor in strengthening the national resilience of Israel.

The purpose of the forum is to raise awareness of the dangers and challenges faced by the residents of the conflict zone and to receive assistance in these challenges.

What are the communities of the Northern Conflict Zone?

  • The Northern Conflict Zone communities are located in 20 local authorities within a range of up to 9 kilometers from the Israel-Lebanon border and extend from Nahariya in the Western Galilee to Kiryat Shmona in the east. Around 250,000 Jewish, Muslim, Christian, and Druze residents live in the communities along the conflict zone.
  • This region has seen many wars and security incidents – some of them as a result of the instability of the government in Syria and Lebanon, which directly affected the residents of the conflict zone. In recent years the residents have been dealing with serious security problems such as the infiltration of unmanned aerial vehicle, drones which are sent to gather information, tunnels, observations, infiltrators, weapon smuggling and surveillance of any civilian movement in the area, all of these, alongside the constant fear that Israel is facing a major security incident in the days, weeks, or months to come.
  • The conflict zone deals with protection gaps of no less than 25%-65%, both in public spaces, and in private spaces. Institutions such as schools, kindergartens, clinics, nursing homes, youth centers and more – all are not sufficiently protected against missiles. This matter places the lives of the residents of the conflict zone in real danger, especially because from the moment an alarm goes off, the residents have no time to react because they are unable to reach a public shelter in time.

Most of the residents of the conflict zone live near and sometimes even a stone's throw away from the Lebanese border - and they choose to do so with a sense of strong ideology to protect it and feel happy and proud in their place of residence.

Conflict Zone Challenges

Apart from the security threats they face, the residents of the conflict zone also must deal with a variety of problems and challenges that often characterize geographical peripheries, such as, for example, poor infrastructure (roads that are not adapted to the size of the population, missing paths, unpaved roads, etc.), lack of health services, economic and occupational challenges and more.

The forum will take care of the quality of life of the residents and bring about economic growth in the area, while maintaining the security of the residents in the area and their health – both mental and physical. The purpose of the forum’s activity is not only to create a situation where the residents of the conflict zone live in greater welfare, but also to encourage new residents to arrive, which will enable the development of the area, lead to prosperity in all areas of life, and will allow Israel to stand more firmly on its northern border.

Goals

The forum strives to continuous improvement of the communities and the region in order to keep strong population in the conflict zone area. Therefore, the forum promotes essential issues with the government offices and other relevant organizations:

1.6 Doctors per 1000 people in the northern district, compared to the national average, which is almost 3.5 doctors per 1000 people. Life expectancy in the Northern District is two years lower than the national average.

  • The forum encourages you to contribute to the region’s prosperity through adequate protection, providing appropriate physical and mental treatment, developing economic anchors and business collaborations. As stated earlier, the purpose of the forum is to raise awareness of the dangers and challenges faced by the residents of the conflict zone and to receive assistance in these challenges.
  • To put the issue on the public agenda in governmental regulatory circles in the international arena, in front of your House of Representatives, the European Union, the United Nations, third sector organizations and more.
  • To encourage legislation that will prevent collaboration with inciting parties, to encourage work with entities in your country that have a common interest with the forum.
  • To assist the communities near the border in receiving special assistance from your local government for the sake of preparedness and protection, through which it will be possible to save lives.
